30-Dec-20 – The Express: State pension: DWP updates guidance on getting UK state pension overseas amid Brexit deal
This is the dirty side of the UK Government. The only mechanism that the Government has to uprate pensions in the EU is through (new) bilateral agreements. This is after the DWP has maintained for years that there would be no new bilateral agreements because they are too expensive. Clearly, pensioners living in “frozen” countries are being discriminated against yet again. Write to your “local” MP and your UK MP asking them why new bilateral agreements have been struck now after they have maintained for many years that no new agreements would be negotiated because of the cost, and also ask them why there are no new agreements for UK pensioners living in “frozen countries”. This is discrimination – pure and simple.

16-Dec-20 – Daily Echoed: MPs rally support from Canada and Australia against frozen state pensions
Successive governments of differing political persuasions have sheltered behind the assertion that ‘we can only uprate pensions for UK citizens living overseas in countries with which we have a reciprocal agreement’. That is quite simply factually and morally wrong. I regard it as a disgrace and a matter of national shame that the UK has for so long denied to elderly citizens, very many of whom have proudly served our country in the armed forces or the civil service, the funds that they need to live on in old age and, sadly, sometimes in ill-health. It is past time for this injustice to be addressed and the wrong of decades righted.”

16-Dec-20 – International Adviser: Australia and Canada demand end to UK ‘frozen’ pensions
The evidence demonstrates the illogical nature of government policy, favouring UK pensioners in some countries over others. The government is now continuing to refuse to uprate the UK state pensions of UK pensioners in ‘frozen’ countries, while actively pursuing new agreements with EU countries. It is clear from the evidence that the UK does not need to pursue reciprocal agreements to uprate the pensions of UK pensioners overseas in line with the triple lock each year.”

Amendments 3 and 4 deal with the issue of frozen pensions. UK pensioners deserve a full uprated state pension, wherever they choose to live. Due to the historical arbitrary bilateral agreements between the UK and other countries around the world, some UK pensioners who live overseas do not have their state pension payments uprated every year. That means that their pension is frozen at the level at which they first received it for the rest of their lives abroad”.

Married women who reached state pension age before April 2016 are entitled to 60 per cent of their husband’s basic state pension rate when he reaches state pension age. It means the wife of a man now receiving the maximum of £134.25 a week should receive at least £80.45.
The DWP has since handed over more than £330,000 to 30 women who missed out. But backdated payouts for women entitled to the better rate before March 2008 are limited to just 12 months. This is because before that date wives had to claim the better rate themselves, whereas now it should be paid automatically.

In 2018, the UK state pension was 29% of average earnings, the lowest among industrialised nations. This position has not improved in subsequent years. The UK public pension spending is about 6.2% of its GDP, compared to an average of 8% for the OECD countries.

Little do they know that, for example, over 95,000 pensioners are getting a UK state pension of less than £20 per week. The average received by this cohort of pensioners is £11.22 per week.
11-Mar-20 – The Budget: Sir Peter Bottomley:
While I am talking about pensioners, the biggest stain on this Parliament is that overseas pensioners in dominion countries and some others do not get the increases in the state pension. The law, as judged by case judges, is that while what the Government are doing may be legal, it is quite clearly wrong. The fact that we had pension agreements with Canada, South Africa, Australia, New Zealand and some of the Caribbean countries from the 1950s, when inflation was not an issue, should not leave us going on defending the indefensible. Why do half of our overseas pensioners get the increase and the other half do not? The Government really must build in getting rid of that anomaly by the end of this Parliament. It is unfair and unjustified, and it should not continue”.

There are more than half a million pensioners around the world who have frozen pensions. There has been a sustained and impressive campaign by the International Consortium of British Pensioners to try to persuade the Government to uprate the state pensions of people who live in the 150 countries, of the 200 countries around the world, in which there are not reciprocal arrangements to uprate state pensions and therefore their pensions are frozen. So this issue goes much wider, and I applaud the Government for at least agreeing to uprate the pensions of those citizens who live in the EU, regardless of reciprocation in the meantime. I would encourage my noble friend, and the Government, to consider this in the context of the overall uprating issues for people with frozen pensions around the world”.
